So here is the explanation of this fact: In the first episode the Weeping Angels are introduced, Sally Sparrow hands the Doctor a folder of all the information he would need to know in order to save her from the Angels, INCLUDING a picture of a Weeping Angel. In the 11th Doctor’s incarnation, when he meets the angels a second time, they inform us that “whatever takes the form of an angel, becomes an angel.” Assuming the Doctor kept what Sally Sparrow gave him, the fact that he can remember the Weeping Angels because he’s a time traveller, and assuming the picture is somewhere in the TARDIS, there is a very high possibility that there is a Weeping Angel IN THE TARDIS.
